Une LMMA est d\u00e9finie comme \u00e9tant \u00ab une zone principalement marine et\/ou c\u00f4ti\u00e8re, qui est g\u00e9r\u00e9e au niveau local par des communaut\u00e9s c\u00f4ti\u00e8res, des propri\u00e9taires fonciers et\/ou des repr\u00e9sentants locaux du gouvernement qui r\u00e9sident ou sont bas\u00e9s dans la zone en question. \u00bb<\/em><\/p>\n<p>Afin de r\u00e9pondre au probl\u00e8me d\u2019isolement de ces communaut\u00e9s gestionnaires de LMMA et de leur permettre d\u2019effectuer des \u00e9changes de bonnes pratiques, le r\u00e9seau MIHARI fut cr\u00e9\u00e9 en 2012. MIHARI, l\u2019acronyme de \u00a0<em>\u201c MItantana HArena<\/em> <em>an-dRanomasina avy eny Ifotony \u201d, <\/em>qui se traduit par \u201c gestion locale des ressources marines \u201d, est un r\u00e9seau r\u00e9unissant pr\u00e8s de 200 associations communautaires ainsi que leurs organisations de support. L\u2019objectif global du r\u00e9seau est d\u2019assurer l\u2019\u00e9change d\u2019exp\u00e9riences et de bonnes pratiques entre les LMMA et de leur permettre de r\u00e9soudre ensemble les probl\u00e8mes communs (www.mihari-network.org). MIHARI est aussi un r\u00e9seau de soci\u00e9t\u00e9 civile qui permet de faire entendre la voix et les demandes des communaut\u00e9s de p\u00eacheurs aux niveaux r\u00e9gional, national et international.<\/p>\n<p>Le r\u00e9seau ayant pris une ampleur de plus en plus importante au fil des ann\u00e9es, une structure fut \u00e9labor\u00e9e et valid\u00e9e lors du forum national MIHARI 2017 \u00e0 Fort-Dauphin, regroupant l\u2019ensemble des acteurs du r\u00e9seau. Cette structure envisage notamment la cr\u00e9ation de sept commissions techniques qui aideraient le r\u00e9seau \u00e0 \u00e9laborer des propositions \u00a0contribuant au d\u00e9veloppement des communaut\u00e9s c\u00f4ti\u00e8res et la gestion durable des ressources\u00a0 (p\u00eache, \u00e9ducation, sensibilisation, plaidoyer, financement durable, etc..).<\/p>\n<p>Les membres du r\u00e9seau ont r\u00e9cemment \u00e9t\u00e9 consult\u00e9s sur leurs besoins, leurs perceptions sur le r\u00e9seau et leurs suggestions pour am\u00e9liorer la structure de MIHARI et rendre le r\u00e9seau plus dynamique et efficace.<\/p>\n<p>MIHARI recrute un(e) \u201c Network development officer \u201d dont la mission sera de traduire cet exercice consultatif en recommendations et de d\u00e9velopper et mettre en place les sept commissions d\u00e9finies en 2017.<\/p>\n<p>Le\/le titulaire aura \u00e9galement la responsabilit\u00e9 de superviser le d\u00e9veloppement de la base de donn\u00e9es en ligne MIHARI regroupant les informations sur 200 associations communautaires gestionnaires de LMMA \u00e0 Madagascar. Le\/la Network development officer devra en outre soutenir et assister la coordinatrice nationale du r\u00e9seau dans son r\u00f4le au quotidien.<\/p>\n<ol start=\"2\">\n<li><u>RESPONSABILITES<\/u><\/li>\n<\/ol>\n<p>Sous la supervision de la Coordinatrice Nationale du r\u00e9seau MIHARI, le\/la \u201c Network development officer \u201d sera en charge de :<\/p>\n<p><strong>Concernant les commissions techniques<\/strong><\/p>\n<ul>\n<li>D\u00e9finir les diff\u00e9rentes th\u00e9matiques et les r\u00f4les de chacune des sept commissions techniques, en se basant sur les r\u00e9sultats des consultations pr\u00e9liminaires ayant eu lieu avec \u00a0les membres du r\u00e9seau sur les commissions \u00e0 cr\u00e9er<\/li>\n<li>D\u00e9finir la structure organisationnelle de ces commissions en identifiant les membres potentiels et \u00e9tablir un TDR pour chacune d\u2019entre elles (t\u00e2ches, mandats, etc.)<\/li>\n<li>Assurer la visibilit\u00e9 des commissions au niveau national et international (ateliers, visites, communication en ligne, etc)<\/li>\n<li>Cr\u00e9er un portail en ligne sur le site web du r\u00e9seau pr\u00e9sentant chaque commission<\/li>\n<li>Coordonner et assurer l\u2019animation des commissions (discussions virtuelles, webinaires, r\u00e9unions, etc.)<\/li>\n<li>Soutenir les commissions dans la mise en oeuvre d\u2019un plan de travail annuel et le suivi des activit\u00e9s planifi\u00e9es<\/li>\n<li>Jouer le r\u00f4le de point focal de ces commissions MIHARI en assurant leur bon fonctionnement ainsi que la bonne communication entre tous les acteurs concern\u00e9s par celles-ci ;<\/li>\n<\/ul>\n<p><strong>Autres responsabilit\u00e9s<\/strong><\/p>\n<ul>\n<li>Superviser le consultant en charge de l\u2019accompagnement du bureau national MIHARI et les structures r\u00e9gionales<\/li>\n<li>Fournir une assistance et un appui technique \u00e0 la coordinatrice nationale du r\u00e9seau dans son r\u00f4le de fa\u00e7on g\u00e9n\u00e9rale, mais plus particuli\u00e8rement dans l\u2019organisation d\u2019ateliers, communication avec les membres du r\u00e9seau, r\u00e9daction de rapports, ou repr\u00e9sentation lors d\u2019 \u00e9v\u00e9nements<\/li>\n<li>Appuyer la Responsable de base de donn\u00e9es de MIHARI dans l\u2019op\u00e9rationnalisation de la base de donn\u00e9es MIHARI<\/li>\n<li>Assurer le maintien de relations tr\u00e8s \u00e9troites et de grandes qualit\u00e9s avec l\u2019ensemble des membres du r\u00e9seau<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><u>PROFIL RECHERCHE<\/u><\/li>\n<\/ol>\n<p><strong>Qualifications requises:<\/strong><\/p>\n<ul>\n<li>Titulaire d\u2019un dipl\u00f4me universitaire en Sciences de l\u2019environnement ou dans tout autre domaine pertinent<\/li>\n<li>Minimum 3 ans d\u2019exp\u00e9riences dans la gestion des ressources naturelles et\/ou la conservation en collaboration avec les communaut\u00e9s locales<\/li>\n<li>Notions sur la structuration d\u2019association ou de plateforme<\/li>\n<li>Bonne compr\u00e9hension de la conservation marine \u00e0 Madagascar, du concept LMMA et du travail avec les communaut\u00e9s de p\u00eacheurs<\/li>\n<li>Bon relationnel et facilit\u00e9 \u00e0 communiquer avec tout autre entit\u00e9<\/li>\n<li>Excellent niveau de fran\u00e7ais<\/li>\n<li>Capacit\u00e9 \u00e0 s\u2019exprimer et \u00e0 travailler en anglais (oral et \u00e9crit)<\/li>\n<li>Motiv\u00e9, autonome, flexible, organis\u00e9 et proactif<\/li>\n<li>Ma\u00eetrise parfaite des outils informatiques (word, excel, email, powerpoint&#8230;).<\/li>\n<\/ul>\n<p><strong>Qualifications souhait\u00e9es:<\/strong><\/p>\n<ul>\n<li>Familiarit\u00e9 avec le mode de fonctionnement d\u2019un r\u00e9seau ainsi que ses diff\u00e9rents acteurs<\/li>\n<li>Ma\u00eetrise de la langue malgache<\/li>\n<li>Bonne connaissance des outils de gestion de site web<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><u>CANDIDATURE<\/u><\/li>\n<\/ol>\n<p>Les candidats sont pri\u00e9s d\u2019envoyer une lettre de motivation et une copie r\u00e9cente de leur CV (avec adresse compl\u00e8te, t\u00e9l\u00e9phone, email et le contact de trois r\u00e9f\u00e9rences professionnelles) \u00e0<a href=\"mailto:recrutement@mihari-network.org\"> recrutement@mihari-network.org <\/a>avant le 16 D\u00e9cembre 2018.
